Help! I can't run the Manager software

WIN7 DELL NOTEPAD
I download the ""Cross Hair ManagerV1.33.0.rar",
but I can't run this file! Why?

Hi, you need to extract the compressed file by some software such as winrar,
then you can see the excutable Manager software.
